Professional Bio
Casey Hall is a Project Delivery Manager and Principal Project Manager at Chelan County Public Utility District with more than 17 years of experience delivering complex capital infrastructure projects in active hydropower environments. At Chelan PUD, Casey has been a pioneer in the use of alternate delivery methods to initiate and deliver major projects. Most recently, he led a GC/CM (Construction Manager at Risk) facilities project at Rocky Reach Dam, overseeing the design and construction of a $50 million operations, maintenance, and administrative facility supporting dam operations crews, along with the Rocky Reach Discovery Center, a public-facing interpretive facility. His role encompassed delivery strategy development, early contractor involvement, cost validation, constructability reviews, and phased construction coordinated with continuous dam operations. He is currently leading a Progressive Design-Build program in the target validation and preconstruction phases to modernize the Rock Island and Rocky Reach spillways.
Beyond facilities and spillway modernization programs, Casey has managed large-scale transmission and capital programs across Chelan PUD’s electrical system, including portfolio-level planning and execution of hundreds of millions of dollars in infrastructure investment. His experience spans asset modernization, collaborative delivery models, and aligning engineering, construction, and utility operations to achieve safe, reliable, and cost-effective outcomes for the District.
