Professional Bio

Lloyd currently serves as the Manager of the Boundary License Implementation Program for Seattle City Light. He is a graduate of Colorado State University with degrees in biology and environmental engineering and has twenty-five years of experience managing habitat restoration and public works projects. In 2013 Seattle City Light received a 42-year License for the Boundary Hydroelectric project which was written as a comprehensive program requiring the implementation of projects to protect, mitigate, and enhance native fisheries; preserve and enhance terrestrial habitat; and expand recreational resources within the project area. Significant projects related to the license include the Mill Pond Dam Removal, the Native Salmonid Conservation Facility, the Upstream Passage Facility located on the Pend Oreille River below Boundary Dam, and the Passage to Salmo trail.
