Professional Bio

Margaret (Meg) Lee advises municipalities, port districts, tribal government, and private clients on complex environmental matters, including remediation cost recovery and allocation, natural resource damages, climate and energy policy, land use, water resources, and water quality. Her work includes guiding clients through the permitting of clean energy projects, and assisting hydropower clients with FERC relicensing, with particular emphasis on Clean Water Act Section 401 certifications, NPDES permitting, and Endangered Species Act compliance.

Margaret previously served as an Administrative Appeals Judge and Mediator for the Washington State Environmental and Land Use Hearings Office (ELUHO), where she presided over environmental and land use appeals, including challenges to state-issued permits. Before joining ELUHO, she practiced in Tacoma, representing municipalities and port districts in matters involving the Model Toxics Control Act, the Clean Water Act, CERCLA, and other environmental regulatory frameworks.
