Engineer Assistant
Overview
The Engineer Assistant, under minimal supervision, takes a lead role in designing, engineering, and planning of moderate complex work for customer growth, new development, system expansion, and mandated projects required to support the Distribution, Transmission, Water, Wastewater, Networks, and Substation Group's role in providing system capacity and reliability. Works directly with customers and Operation Superintendents managing and scheduling work identified in the annual work plan. Responsible for initiating stakeholder engagement, meeting directly with internal and external agencies, customers and clientele to interpret, evaluate, and design requested Distribution, Transmission, Water, Wastewater, and Networks infrastructure.
Responsibilities
Coordinates and leads planning meetings with internal and external customers daily. Evaluates, documents, and communicates the customer or agency request for service, communicates District policies and engineering guidelines for new installations, modification, relocations or conversion of existing Water, Distribution and Networks facilities.
Utilize a variety of standards and general engineering principals for reviewing applications for service (including Distributed Generation for wind, solar, and etc.), and to generate construction job plans and cost estimates for new and existing Water, Distribution, and Networks facilities. Responsible for calculating and estimating all labor components, material requirements, and tools required for construction crews to perform large customer growth and expansion projects, maintenance projects, agency mandated road widening projects, and system reliability projects. Performs field surveying, right-of-way verification and acquisition, utility coordination, field staking duties, and participation in permitting and easement acquisition.
Performs regular planning and scheduling duties for all non-emergency Distribution related work. Prepares regular scheduling proposals for the work in accordance with the Annual work plan and customer needs. Reports on job site readiness, land use rights, inspections of customer installed facilities and communicates scheduling requirements with District Superintendents, Engineering Supervisor and customers on a daily basis
Prepares applications necessary for new easements, right-of-way, governmental permits and other land use rights required as part of the project. Uses a variety of written and verbal communications to communicate the project impact to right-of-way and adjacent private lands.
Prepares cost estimates during the annual budget season.
Recognizes, investigates, and documents Distribution and water corridor encroachments. Coordinates the field investigation and generates mitigation plans to resolve encroachments or NESC clearance violations.
Frequently writes correspondence including; technical specifications progress reports, internal memorandums and other documents as required.
Prepares and administers regular pre-construction meeting between District operations personnel and customer/developers, public and private agencies as required.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education
No post-secondary education required.
Associate Degree AS degree in the field of engineering, with a strong emphasis on math/sciences such as calculus, linear algebra, classical physics, and engineering economics is preferred. and
Preference will be given to applicants who have successfully completed the NWPPA Staking Technician Certification Program or equivalent course work.
Experience
5+ years experience working in a utility engineering position. required. and
Experience in design, construction and unit price cost estimating for electrical Transmission or Distribution line systems; creating and working with Electrical system maps and one-line diagrams and project planning, computer aided drafting (CAD), Geographic Information Systems (GIS) and surveying equipment required. and
Experience using CMMS/Maximo or equivalent work management systems preferred.
Licenses and Certifications
Valid Driver's License at hire and WA Driver's License within 30 days of hire required.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
Has an in-depth working knowledge of the NESC rules, District Standards, and engineering principals which are utilized for the development of job plans and construction estimates
An in-depth understanding of Maximo (CMMS) work management system is preferred.
Incumbent shall have a thorough understanding of blue print reading, drafting fundamentals, surveying and field staking functions
Must demonstrate proficiency in utilizing Auto-Cad, wood pole structural analysis programs, GIS and Micro Soft business applications for performing daily work functions.
Strong skills in written and verbal communications are required.
Incumbent must have excellent stakeholder engagement skills and the ability to work collaboratively with customers in difficult circumstances.
Must have the ability to calculate algebraic and trigonometric computations routinely with a high degree of accuracy.
This position requires the ability to perform multiple complex projects simultaneously and maintain a dynamic daily work schedule.
May require working overtime as schedules and work plan priorities change
To perform this job successfully, an individual is required to have knowledge of PeopleSoft Financials; PeopleSoft Time Entry/ HRIS; Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft PowerPoint; Microsoft Project; Microsoft Access; Microsoft Visio; Primavera; Auto-Cad and GIS; Maximo Order Processing; Maximo Asset Management; Maximo CCMS Work Management; PC hardware and servers, and heavy equipment. To perform this job successfully, an individual must be able to operate general office equipment; power equipment; 4-wheel drive vehicles; GPS Equipment, survey levels, range finders, grade stakes and other measuring devices.
Must be proficient in reading, writing and speaking English.
This position communicates with the public more than 20% of the time. Bilingual fluency in English and Spanish is preferred.
