Professional Bio

As a former FERC regulator, Schnabel Engineering’s
Doug Johnson, PE, brings special insight into what
FERC looks for in an audit and what they consider
acceptable. He will provide opinions as to whether
the ODSP is appropriate for the organization’s
specific projects and accomplishing what is intended
from a well-developed dam safety program.
Doug brings more than 40 years of professional experience in
dam safety and water resources engineering and management. He
recently retired as Regional Engineer for the FERC Division of Dam
Safety and Inspections in the Portland Regional Office, where he
managed an office of 18 staff and was the official responsible for dam
safety at non-federal hydropower dams in six northwestern states.
Prior to 2011, Doug was Supervisor of Engineering and Dam Safety
for the Washington State Department of Ecology and oversaw dam
safety in the state of Washington for 13 years. He has completed
numerous dam inspections and hydrologic and hydraulic analyses
