Professional Bio

Toni Pennington has led and supported water quality and aquatic plant studies for Federal Energy Regulatory Commission (FERC) licensing and re-licensing projects in the Pacific Northwest. In particular, she was the technical lead for developing the Quality Assurance Project Plan (QAPP) for the Aquatic Invasive Species Control and Prevention Plan: Boundary Hydroelectric Project (FERC No. 2144) and is currently the technical lead for its implementation. She also assisted in the development of the QAPP for the Temperature and Dissolved Oxygen Attainment Plan for the Boundary Project, portions of which are currently being led by ESA staff. Toni provided field support and data QA/QC for the Baseline Water Quality Study in support of water quality modeling efforts per FERC requirements for a proposed hydroelectric outside Anchorage for Alaska Energy Authority. Additionally, she conducted aquatic plant surveys and wetland delineations for the proposed Enloe Dam Hydroelectric Project along the Similkameen River in north-central Washington for the Okanogan PUD #1.
